Incarceration of offenders of the criminal justice system has three separate components: Firstly, to be severe enough so that the offender does not consider repeating the offence; Secondly, to simply keep them off the street and out of the general public so as not to reoffend; Thirdly, to inflict punishment sufficient that the victims are satisfied that justice has been done.
