Consider this solution: Coverage of pre-existing conditions in health care can only be profitably and efficiently initiated at birth. Government can cover health care premiums up to the age of 18 at which time all citizens are required to buy their own insurance (at least an inexpensive catastrophic plan) on the open market, without government pre-conditions. Those adults who choose to not obtain any insurance and subsequently do receive health care will be breaking the law and face legal punishment.
