Just as the US Constitution stipulates that any powers not expressly given to the federal government are reserved for the states, so should there be an understanding that any powers not expressly given to the states are reserved for the individual. As there is no Personal Constitution to do this it needs to exist to counteract infringement of personal rights and freedom from the states.
