Emergency powers are for emergencies that require immediate action. Any emergency power must have legislative approval after a minimum period of time such as 45 days. Without legislative approval the power is denied. Any need to extend that power or alter it must require a 2/3 vote of the legislature. Without the legislature overseeing the emergency power the governor becomes a dictator by default with no restrictions or checks.
